NPDES Phase II Permit

The City of Pacific is issued a stormwater permit from the Department of Ecology. The National Pollutant Discharge Elimination System (NPDES) Permit is a federal permit that regulates stormwater and wastewater discharges to waters of the State. While it is a federal permit, the regulatory authority has been passed to the Washington State Department of Ecology. The Permit was issued as Phase I and Phase II. Phase I permits were issued to the Counties of Clark, King, Pierce, and Snohomish, as well as the cities of Tacoma and Seattle.

The first Western Washington Phase II Municipal Stormwater Permit was issued by Ecology in January of 2007. The Phase II permit is applicable to over 80 cities and portions of six counties in Western Washington, and additional cities and counties in Eastern Washington. The current permit term is five years, beginning Aug. 1, 2019, and ending July 31, 2024.

The municipalities issued the permits are required to create and implement a Stormwater Management Program (SWMP) to improve the water quality in various water bodies throughout the State. The City of Pacific is required to implement measures to reduce pollutants from entering the White River, Jovita Creek, Milwaukee Creek, and Government Canal. The Stormwater Management Program (SWMP) is required to address eight elements:
   • Stormwater Planning
   • Public Education and Outreach
   • Public Involvement and Participation
   • MS4 Mapping and Documentation
   • Illicit Discharge Detection and Elimination
   • Controlling Runoff from New Development, Redevelopment and Construction Sites
   • Operations and Maintenance
   • Source Control Program for Existing Development

In addition, the City is required to maintain compliance with Total Maximum Daily Load (TMDL) Requirements, water quality monitoring, and reporting requirements.
